Most clubs charge roughly 60 to 200 euros including the FFE licence a year, with reductions for juniors and students. That covers the weekly club night, internal tournaments and the team competitions.

Do I need to speak French to join?

No. Chess needs no language, and clubs in the larger cities are used to international members; English is usually enough to get along. The board does most of the talking.

Do I need a rating to join?

No. Clubs accept complete beginners; knowing the rules is enough. The FFE Elo and a FIDE rating are earned automatically once you play rated games; they are never a requirement.
